Draft Government Decision for the approval of the National Strategy on long-term care and active ageing for the period 2023-2030

The overall objective of the strategy is to increase the number of older people who manage to live independent lives for as long as possible as they age and to improve access to appropriate long-term care services for dependent older people.
General principles and key considerations:
- – Without addressing the issue of long-term care across the lifespan, long-term care services will not be available for all those who need them.
- – There is a need to develop a continuum of LTC services for older people.
- – Ageing where you live/choose to live; this means supporting home and community care as a priority, including support for informal carers, so that the older person can plan for their old age.
- – Public authorities must ensure the provision of long-term care services for older people as a social care measure.
- – Public funding streams should be organised according to the principle of “funding follows the beneficiary”, respecting the beneficiaries’ right to choose and therefore to access LTC services provided by private social service providers and financed from public social assistance funds.
- – Ensure complementarity between the social care system and the health care system in long-term care.
The Ministry of Labour and Social Solidarity is organising a public debate on the draft decision on 17 October 2022, starting at 10.00.
