About the Project

“SenioriNET Federation – stronger NGOs to support the elderly in Romania!” is implemented by Caritas Romania Confederation in partnership with Four Change Association, Community Support Foundation and Caritas Metropolitan Greek-Catholic Blaj Association and benefits from a 247,229 euros grant from Active Citizens Fund Romania, programme funded by Iceland, Liehtenstein and Norway through the EEA Grants 2014-2021. “SenioriNET Federation – stronger NGOs to support the elderly in Romania!” starts from the need for coalition of social and socio-medical service providers for the elderly, so that they become a strong voice to support the elderly in Romania.

For 32 months (April 2021 – November 2023) our aim will be to increase the capacity of representation for 60 NGOs providing socio-medical services to the elderly, by formalizing the SenioriNET network, in order to produce systemic changes related to the social policies concerning the elderly, especially when it comes to financing the services from public funds.

The goal of this project is to create a strong and sustainable network of NGOs providing socio-medical services for the elderly, able to respond quickly to their needs. The project started from the need to bring together providers of all four types of social and socio-medical services for the elderly, so that they can become a strong voice in support of the elderly in Romania (Doina Crangasu, Caritas Romania).

Project objectives:

  • To increase the capacity of at least 15 SenioriNet member organisations to carry out advocacy for local and county level contracting of social and medical services for older people.
  • Increase the level of information and awareness on the rights of elderly people in Romania for at least 10.000 citizens and 50 representatives of local/national public authorities and institutions.
  • Increase the representation of the SenioriNet network in European platforms in order to represent the interests of the elderly in Romania at the European level and to take up best practices.
  • Organisational development of the SenioriNet network in areas such as: strategic planning, training, fundraising, in order to support members’ interests and ensure the sustainability of the proposed actions.

 

Project beneficiaries: The direct beneficiaries are 60 NGOs providing socio-medical services for or working with the elderly. The choice is justified by the needs of the NGOs (professionalisation, advocacy, securing funding for services). They have the following profile: 40 are SenioriNet members and 20 will be other service providers for the elderly, identified from the MMPS provider database and interested in SenioriNet activities. Indirect beneficiaries are older people who will enjoy services tailored to their needs.

 

 Activities within the project:

  • Expanding the SenioriNet network by attracting new members
  • Running the SenioriNet strategic planning process
  • Formalising the SenioriNet network
  • Development of the needs analysis on the level of development of SenioriNet members
  • Capacity building of SenioriNet members through the development of regional resource HUBs dedicated to social and health services for the elderly
  • Elaboration of the White Charter on the Rights of Elderly People in Romania
  • Advocacy campaign to support the White Charter at national and European level – petition and collect at least 10,000 signatures
  • Advocacy campaign in 3 counties for contracting social and socio-medical services for seniors
  • Support at least 15 SenioriNet members to contract social services at local level
  • Representation of the SenioriNet Federation in European platforms
  • Organisational development of the SenioriNet Federation

 

The Active Citizens Fund Romania programme is funded by EEA Grants 2014-2021. The overall objective of the Grants is to reduce economic and social disparities and strengthen bilateral relations between the 15 beneficiary countries and the donor countries (Iceland, Liechtenstein, Norway). The programme is administered by the consortium composed of the Civil Society Development Foundation, the Partnership Foundation, the Resource Centre for Roma Communities, the PACT Foundation and Frivillighet Norge, which acts as the Fund Operator designated by the FMO – Office of the EEA and Norwegian Grants Financial Mechanism. Active Citizens Fund Romania aims to strengthen civil society and active citizenship and increase the capacity of vulnerable groups. With a total allocation of €46,000,000, the programme aims to develop the long-term sustainability and capacity of the civil society sector, enhancing its role in promoting democratic participation, active citizenship and human rights, while strengthening bilateral relations with the donor countries Iceland, Liechtenstein and Norway.
