A state allowance, different from that for personal assistants, will be paid to carers of the elderly
Informal carers (i.e. unskilled carers) who care for elderly family members (and others) will be able to work part-time and receive an allowance equal to half the gross basic salary of a home carer.
Law 355/2022 will amend Law 17/2000 on social care for the elderly. Firstly, the law introduces the term informal carer which is an unskilled person who provides personal care, i.e. help with basic and instrumental activities of daily living for a person who has lost functional autonomy.
The difference between formal and informal carers is that the former are professionally qualified and certified, while the latter are not.
The above provision will be replaced and will allow informal carers who take responsibility for the care of an elderly person/persons in a situation of socio-medical dependency to benefit from part-time working hours. And, on the basis of a contract concluded with the public social assistance service, they will receive an allowance equal to half of the gross basic salary of the home carer for grade 0, according to the Framework Law on Wages.
For 2022, the gross basic salary of the home carer for grade 0 is 2,535 lei. Thus, the gross allowance for informal carers who work and care for an elderly person at the same time would be 1,268 lei. This allowance will be subject to taxation and compulsory social security contributions.
The amendments to the Law on Social Assistance for the Elderly are intended to provide home care for elderly people who can no longer cope with everyday life on their own and to prevent them from being sent to residential homes.
